Authorities at Khartoum airport on 19 May 2018 prevented the Secretary General of Sudan’s National Umma Party Ms. Sarra Nugdallah from traveling to Cairo; her passport was confiscated, according to Kush news on 20 May 2018. The website reported the party’s statement as saying that Ms. Nugdallah was on her way to Cairo to see her doctor and take part in a meeting of ‘Sudan Call Forces’ without disclosing location of the meeting. Speaking to the Monitor over the phone on 13 September 2018, she said on 18 August 2018 her passport was taken away at Khartoum airport while she was on her way to Cairo to meet her doctor. At the airport, security agents told her to go to the Political Division of the National Intelligence and Security Services to collect her passport but she refused to approach them and as of now the security agents did not return the passport to Ms. Nugdallah.

It is to be noted that prohibiting travel abroad is violation of the right to free movement as stated in Article (13) of the Universal Declaration of Human Rights: “Everyone has the right to freedom of movement and residence within the borders of each State. Everyone has the right to leave any country, including his own, and to return to his country”.

منع الأمينة العامة لحزب الأمة القومي السوداني من السفر ومصادرة جواز سفرها

منعت السلطات المختصة بمطار الخرطوم الأمينة العامة لحزب الأمة القومي السوداني، سارة نقد الله من السفر للقاهرة وتمّت مصادرة جواز سفرها في التاسع عشر من مايو 2018 حسبما نشر موقع (كوش نيوز) في العشرين من مايو 2018، وقد ذكر الموقع أنه وبحسب بيان للحزب فإن الأمينة العامة كانت في طريقها للقاهرة لمراجعة الطبيب ومن ثمّ المشاركة في اجتماعات قوى نداء السودان دونما تحديد وِجهة الاجتماع. وفي تصريحها لـ (الراصد) في الثالث عشر من سبتمبر 2018 عبر اتصال هاتفي قالت الأمينة العامة للحزب أنه في الثامن من أغسطس 2018 تمتّ مصادرة جواز سفرها من المطار وهي متجهة للقاهرة لمراجعة الطبيب وأخبرها أفراد الأمن بالمطار بالذهاب للإدارة السياسية لجهاز الأمن السوداني لاستلام الجواز ولكنها رفضت الذهاب إليهم ولم يقوموا بدورهم باسترجاع الجواز حتى الآن.

يُشار إلى أن المنع من السفر يُعتبر انتهاك للحق في حرية التنقل حسبما ورد في المادة (13) من الإعلان العالمي لحقوق الإنسان، إذ تنص المادة على: (لكل فرد حرية التنقل واختيار محل إقامته داخل حدود كل دولة، كما ويحق لكل فرد أن يغادر أية بلاد بما في ذلك بلده كما يحق له العودة إليها).
