The SPA described the law as an attempt to impose an environment on the unions that runs contrary to the demands of the December revolution. Furthermore, the statement discredit claims made by the Ministry of Labor and Social Development (MoL&SD) that the law had been drafted in consultations with a broad range of stakeholders. Furthermore the statement described the draft new law as similar to its predecessor law of 2010 and thaw as used by the precious regime to control the unions and undermine their ability to mobilize.
Late June, the World Federation of Trade Unions had denounced the meddling of the Sudanese government in affairs of the unions and cautioned against efforts to undermine their independence.
